Sounds like you already have a good starting point for a bullet-proof safe room- in the basement. Maybe focus on bullet proofing the open face wall of the basement. If you can't afford a monolithic concrete, two cinderblock walls with 6-12" of earth sandwiched in between will be good for ballistics and insulation factor.
Nevertheless, a four-inch reinforced concrete wall will stop that two-by-four. Very few Monolithic Domes have wall sections with less than four inches of concrete. A Monolithic Dome's urethane foam, sandwiched between its Airform and its concrete, also mitigates a projectile's impact – be it large or small.
